1. Go to the repository you want to create issue for, something like: https://bitbucket.org//<repo_name>/
2. Go to setting, left bottom corner
3. Select Issue tracker under Issues
4. Select the type of the issue tracker you want to enable (no issue tracking, private or public)
5. Click save

Now the issue tracker is enabled for your repository
